My Account Was Blocked When Verify My Phone Number

My account was blocked when I tried to create an AppID and verify my phone number(in China). It shows "Sorry, we have already tried texting multiple codes and they all seem to have failed". then my account was blocked. When I login, the page shows me to verify my identity, but when I verify my phone number, it failed all the time.
