I'M signing up to facebook and a woman has my email address foe her access to facebook.

Your question is hard to follow, but perhaps you're wondering about signing up for Facebook when another person is using your email address for her own Facebook account. If that's the case you can't sign up for your own account with the same email address. If she's willing to relinquish her account she must first permanently delete the account. If not, you can try to get the issue resolved through Facebook—go to http://www.facebook.com/help/448016908560157. Or you can just create a new email address with a free service such as Yahoo's or Gmail.

well until or unless that woman does not permanently deletes her account you can not make an account of your very own with that email id . easy way is get a new email id :)
