In addition to setting "Who Can Post On Your Wall" to "Friends" change your "Who can see Wall posts by others on your profile?" to include your friends that you want to be able to view AND post to your wall. This setting is located just below "Who Can Post On Your Wall" that you found (at least checking today 09/19/2011).
The behavior of the "Who can see Wall posts by others on your profile?" setting makes sense. If set to "Only Me", if it didn't block everybody like it does now, would make every wall post become private between you and the wall owner. What's the point? Send a private message! So it makes sense why--if you aren't going to be allowed to view wall posts by others, you shouldn't be allowed to post on the wall either.
