Nobody Knows What This Part Is Called???!

I recently got my timing belt changed due to this high pitched squealing noise. As soon as it rained and I ran into a puddle of water the squealing came back. So I took it in again, 4hours later, and they told me I was missing a protective piece that helps eliminate moisture and debris. I tried EVERYWHERE! Even called the dealership and they told me it's a splash plate.... Which it isn't. Can you please tell me what the part I need is? Thank you, 2007 Dodge Caliber xst

As far as I know, the squealing problem from the start was not the timing belt, but rather the serpentine belt. The timing belt has gear-like rubber on one side, with which it grasps metal gears, therefore it has a constant grip. The serpentine belt on the other hand, does not have "teeth", but is smooth on both sides. Most cars tend to squeal whenever their timing belt becomes loose over time. If it's not the serpentine belt, then it could be its counterparts, like the tensioner/idler, or the belt pulley.
