Based on the information you provided, it sounds like the headlight relay may be bad. The headlight relay is responsible for sending power to the headlights, and if it is bad, it will prevent the headlights from turning on.

To check the headlight relay, you will need to locate it. The headlight relay is typically located in the fuse box, either in the glove box or under the hood. Once you have located the headlight relay, you can test it with a multimeter. If the multimeter shows that the relay is bad, you will need to replace it.

Here are the steps on how to check the headlight relay:

Locate the headlight relay.

Disconnect the power to the headlight relay.

Set your multimeter to the ohms setting.

Touch the positive lead of the multimeter to the power terminal on the headlight relay.

Touch the negative lead of the multimeter to the ground terminal on the headlight relay.

If the multimeter shows a reading of 0 ohms, the headlight relay is good. If the multimeter shows a reading of infinity, the headlight relay is bad.

If the headlight relay is bad, you will need to replace it. You can purchase a headlight relay at most auto parts stores. Once you have replaced the headlight relay, you should be able to turn on your headlights.

Here are some other possible causes of your headlight problem:

A blown fuse.

A bad ground.

A faulty wiring harness.

If you have checked the headlight relay and it is good, you can check the fuses, grounds, and wiring harness. If you are still having problems, you may need to take your van to a mechanic for further diagnosis.
