Replaced The Bulb And It Still Does Not Light
I have tried 2 light bulbs and neither one worked. Where are the fuses for me to check for the front right headlight?

The electric signal is not getting to the socket. The front bulb is blinking so everything is working. See what color wire is on the front bulb, find that color wire at the rear and trace it to the closest connector to see if that is getting the voltage. You have an open connection somewhere.

Go here for the probable fuse panel locations for most dodge's. Since you didn't provide the model your model could have other locations.
