The Remote Sat Aux And Tv Lights Flash And Will Not Program To Joey

Immediatly after changing the remote batteries if i hit a button the sat and tv/aux buttons flash back and forth for a few seconds then the remote will do nothing. I tried to unpair and repair the remote but i cant get it to repair because the sat button will not light up after that initial flashing. I tried to put back in the old batteries and i get the same result. I also tried 3 different sets of new batteries and i made sure they are all inserted right. I am trying to program it back to my joey box
