Why Isn't My Hopper Working

My hopper isn't sending a signal to my tv. It keeps saying starting up and then stops. Won't power down either

Please reset the Hopper by unplugging it from the wall outlet for 10 seconds. After 10 seconds, plug it back in and allow it to power back on by itself.
