Why Is Fox Sports Midwest Not Included In My Local Channel Programming Package?

I was under the impression it was part of the local channels, and others I know have it and also have dish network as their provider. Why don't I have it? My receiver tells me it's available as an upgrade.

Hi, Fox Sports Midwest is not considered local programming; it is a Regional Sports Channel and is included in the AT120+ or higher packages.
