Let's try power cycle the server and see how it goes.
To perform power cycle, all you need to do is, unplugged both the power cables and hold the server power button for 30seconds.
By the way, no error message from the LCD panel at all?
If that doesn't work, you will have to perform a minimum post of the server:
System Board
Processor with Heatsink
Single Memory in dual in-line memory module (DIMM) Socket A1
Power Supply
Power Distribution Board
Control Panel
