Did you leave gas in the tank for the past year? If you did, then your carburetor is gummed up or the float is stuck. Remove the carb and clean it and the float with carb cleaner. Spary carb cleaner into any small passages that you have access to with the carb removed. Reinstall it and see if it starts.

I have had this problem with a number of small engines, it seems as though once I change the sparkplug (even though the stock one is new), the equipment seems to start fine.
