While Mowingmy Mower Deck Cotter Pin Let Go Causing My Deck To Drop. The Mower

The mower clunked for several seconds then I unengaged the mower and turned the engine off. Now the engine will turn over but won;t  start. It sounds like possibly a safety turnoff won't allow the engine to start. I'm on my 2nd battery charge what do yo suggest?
