Those features normally are automatically built into your account, but if for some reason they are not working, call into support and let them know you are having problems. It might be as simple as it not being on the account, or it could be a feature problem that might need further investigation. Go to http://ww2.cox.com/aboutus/gulfcoast/contact-us/residential-local.cox and search for your region as the support numbers vary.
