Costco Anywhere Visa Credit Card By Citi Not Accepted At Sapporo Japan Warehous

While in Japan I shopped at the Costco warehouse in Sapporo....My card allowed entry but the warehouse "REFUSED" to accept the "COSTCO ANYWHERE VISA CARD BY CITI" for payment of my purchases. Can you explain why your credit card was not accepted in your store in Sapporo japan??.
