Do I Need A Cable Tv Contract In Order To Use Comcast Internet To Stream Tv

We are happy with internet and then using Roku or our DVD player to stream TV from Hulu and Netflix. I could have sworn we received a TV message blocking the Roku saying we couldn't access it anymore unless we purchased cable TV

No you do not. You would only get that message if you tried to stream Comcast content but you shouldn't have any issues with Hulu or Netflix.
