Wont Start Seems Like The Starter Is Not Cranking The Motor

ok I have replaced the starter and the battery and the car just doesn't crank right its like the motor just isnt turning over i pulled the timing belt cover and watch the belt while my buddy turn the key and the belt isnt moving but the belt isnt broke either so im lost help me please
