You must relieve the fuel pressure before removing the filter. Remove the fuel pump relay and crank the car a few times. It should't start and it will relieve the pressure. If it starts and runs, you removed the wrong relay. The filter should be easy to remove with an open end wrench.
If it isn't the fuel filter, your fuel pump may be bad or the strainer on it is clogged. The fuel pump is in the gas tank, so it's a bit of a project. You lower the gas tank and remove the pump from the top of the tank.
