07 Impala Ss

My 07 impala ss wouldn't start on day. I thought it was the starter because it wasn't turning over nothing light come on radio work etc i checked my fuse box and seen i was messing a strg whl fuse and my Bcm 10 fuse was broken. would those two thing stop my car from turning over
