Help With Rear Brakes On A 2004 Zr2 4x4

Working on my stepdaughters 2004 tracker ZR2... Took apart rear brakes to replace the shoes. and now I can't get them back together tight enough to get the brake adjuster pawl to line up on top of the teeth on the wheel for the adjuster? Brake shoe seems to be tight against wheel cylinder...What could I be doing wrong?? Thanks!
