2002 Cooling Fans Not Working

"02 Chevy Venture, cooling fans not working, AMMCO replaced PCM and claimed it was fixed, $1065 bucks later and the Fans are still not working !! When I dropped it off I suggested Temp. sensor, relays, or thermostat... Was AAMCO wrong for replacing the PCM?? I had no choice but to bring it back and wait til monday for them to Look at it again but I think I'm being screwed !! "

Chevy Venture Van Cooling Fans Will Not Turn Off After Engine Is Turned Off.
A starter relay was replaced now the cooing fans will not turn off after I shut the engine off.
