Car Will Act Like It Wants To Start But It Won't.

Just checked the timeing because the car jumped time nothing broken and tightned the slack put it back together. Replaced the starter now the car will act like it wants to start but wont start. everything else works and it is getting spark. Do you know if the anti theft system could be preventing the car from starting? Do you think the gas filter may be bad and that is why it wont start? We did try starter fluid but it seems to be blocking the gas from getting to the engine. Cannot use gas gauge it doe's not have the proper place for it. what do you suggest.
