My 2001 Cavalier's Heater/defogger Stopped Working. Help!

Looked under dash, noticed a flat bar that is disconnected from the rest of the car. All other switches and handles seem fine. The bar in question is located nearest the steering wheel and is approximately 2-3 inches long. Sorry no pics at the time. jessica- stuck in Tacoma
