Now if it fluctuates constantly, that means your clutch may be acting up or it cannot do it's job because you need more Freon in the system. That may be why it is coming out warm. Not enough Freon in the A/C will prevent it from compressing the gas enough to cool the passenger compartment.
Bottom line, be sure you have enough Freon in the system. If you are sure you do, then the clutch on the A/C compressor is going bad and needs to be replaced.
