96 Cad Eldorado The Ignition Switch Is Hard To Turn. Something In The Way?

The key goes into the ignition cylinder fine. Car will start fine. When I turn car off it won"t turn back all the way. It"s like there is something in the way and I can"t get ignition to a locked postion to get the key out unless I force it. When I do get key out I still have accessory power and the battery drains.
