Steering Wheel Locked And Key Will Not Turn To Start Car. Stepping On Brake Is

Stepping on brake is not helping to start.  My ford has on track button but this car doesn't.  Tried turning to left and right and not working and tried rocking car and not working.  This is a 1999 buick century.
