Buick Lesabre Twilight/headlight Issue

The headlights turn on when the car is started, but when the car is shut off, the headlights will not turn off, even with the twilight switch set all the way to low. The only way to turn off the lights is to disconnect the battery. Tried to find a fuse or disconnect the sensor, but could not find either. Any suggestions would be great. Thank you.
