Needle Bar

hi. i bought my sewing machine (brothers ls-21251) slightly used. i was to learn how to work on it and i have a problem in raising the needle bar. i tried to turn the wheel but it didn't do anything at all? could you help me with this? did i do it right or the sewing machine is not working?
