Is There A Way To Test Whether The Aw850 Deluxe Cobra Sound Card Is Dead Or Not?

Although a computer tech has told me there is the above sound card, my computer acts like it doesn't have one in it's program list "no audio device, no playback device". He said all it needed was a driver, but, when I try to download the driver, it doesn't download. What's wrong?
