Charge For Luggage ?

My granddaughter was charged $25.00 for her luggage. She flew in from austin tx. to hartford ct. on sat. dec1st. Tyler Alexander. She had only one piece of luggage and was not told about the fee til she checked in. She traveled with her daughter Jordyn Floyd. Please explain so we will know on her return flight.
