Do they give out free phones for people to test, so that customer will know exactly how the phone service works.

Phones are of course tested, but maybe not as you suggest. you can ask Alcatel: see the corporate contact information here--http://www.corporateofficeowl.com/alcatel/Corporate%20Office.
