Fax Communication Error

when trying to send a fax, the result says failed with the error code 23 . What is wrong and what is the solution? I have tired several fax numbers, same error.

The fax issue is an error 23, which is simply that "A machine on the other end was incapable of receiving". Usually a baud rate or ECM issue - sometimes a noisy line.
