I Have A El1352-07e

when i turn it on it gets to my wallpaper with windows 7 home premium at the bottom and then it just blinks every 4or5 seconds.I have tried control alt delete, nothing, tried my recovery disk nothing help

The operating system is corrupted' install new one.
