What does that mean? Why won't my card work? I am trying to pay for something on eBay.This message keeps popping up..."We're sorry, you paypal balance and existing payment methods are insufficient." I have updated my email, password, what is the problem. I have used this account in the past.

It means that the current time there isn't enough money in your PayPal account to pay for the purchase, and that your backup payment methods (credit card) are either expired or have been declined.
