How Do I Get The New Seaport Goal?

I seem to have never gotten the New Seaport Goal, which seems to be a problem for a lot of people.I am at level 58, and only have 14 goals, none of which are leading to it.  I've had the grade school for a long time.  Now I have a lot of goals I can't complete without the pier.  Please help!
