Game: Cityville. Problem With Trainstation...!!

I have problems level up my TrainStation. The last one. I did as I was told  & got to level 2. Now my PROBLEMS is how I level up/upgrade to lvl.3 or the last step....? I have tried everything ( - fx answars from friend, like moving things, buildings etc besides and around the trainstation ), tried all routes. What do I do wrong...??? I`ve tried SO MUCH...!????! PLEASE HELP ME...!?? Thank - from a daily - Desperat..! Player in CityVille.
