Asking Cityville Neighbours

Cityville won't let me ask neighbours for help, I can click on the Ask button and then it goes to the screen with the lady on it, this is usually where the pop up comes on my screen then I can press ask for help, then I know it has worked because if I ask for help on something else it will give me the time frame in which I can ask. HELP!
