Running Water

Good evening. I have a Whirlpool top load washer and it refuses to pull in the water. It drips drops and sometimes dosen't run at all. I've checked to make sure that the pipe isn't blocked, and i've cleaned the filter at the back of the machine, and still the same thing. Please assit me.
