Water Remains In Outter Tub After Cycles.

I have a new Whirpool top-loader HE clothes washer that after the cycle is done there is still what sounds like a significant amount of water in the outter tub. None is visible in the inner tub, but when removing clothes it feels like the inner tub is floating in a fair amount of water in the outer tub. I've checked the drain line (it isn't clogged etc..) the drain box on the wall is less than 20 inches above the machine. I've tried multiple spin/drain cycles and doesn't seem to do anything to remove the water. It's model WTW4850XQ.
