Top Burner Control Knob Setting

The top burner control knobs on model#WFG361LVS allow the gas to be on before the igniter engages; if the knob is left between the off setting and the ignite it allows gas to escape from the burner. Ther is no way of knowing this is happening since the igniter is not "clicking" until the odor of gas is detected. Is this standard operation or is the control knob valve not functioning properly. It seems no gas should be allowed to release until igniter is on and none after knob is turned down past igniter to shut -off.
