I'm sorry to hear that the cold water is not filling your Whirlpool WFW9150WW washing machine. If you've determined that the cold water valve is not the issue, there are a few other possible causes you can consider:

1. Water Supply Issue: Check if there is sufficient water pressure coming from the cold water supply. Make sure the water supply valve is fully open and there are no clogs or restrictions in the water lines leading to the machine. You might also want to verify that the water supply to your home is functioning normally.

2. Inlet Filters: Your washing machine may have inlet filters located at the connection points where the water hoses attach to the machine. These filters can become clogged with debris over time, hindering the water flow. Take a look at these filters and clean or replace them if necessary.

3. Water Inlet Valve: While you mentioned that the cold water valve is not the issue, it's still worth checking if the water inlet valve itself is faulty. The water inlet valve controls the flow of water into the machine and may need to be replaced if it is malfunctioning. Consider consulting a professional technician to inspect and test the valve if needed.

If you have already taken these steps and none of them have resolved the issue, it might be best to reach out to Whirlpool's customer support or contact a professional repair service. They can provide more specific troubleshooting guidance or arrange for a service technician to diagnose and fix the problem.

I hope this helps, and I hope you are able to resolve the issue with your washing machine soon.
