What Does F-1 Signal During Rinse/drain Cycle?

In trying to interrupt the Rinse/Drain cycle to remove a piece of plastic, I cannot get the machine to move beyond the time 21 and signal F-1. We have unplugged the machine to reset the computer; pushed Pause/Cancel then Start but the machine will not move beyond the 21, F-1 status. The clothes have been removed—very wet. How do we repair this problem?
