Whirlpool Wfc7500vw Washer Front Load Won't Start.

I am trying to use the "Delicate" cycle but the washer will not start. I live in an apartment building and may have a long wait for maintenance to come. This is a replaced washer with the same problem as the previous one that was the same model number.
