Older Model Whirlpool Dishwasher -- Lots Of Dense Soap Bubbles With Some Water.a

bottom half of dishwasher cabinet filled with these bubbles. about one and one-half inch of water in bottom, nearly to heating element. scooped bubbles out. after over night time period, about three-quarters of an inch of water remains. If there is a filter, where would it be? Is it normal to have water standing in the cabiner when cycle is over (perhaps I never noticed before if some water did remain).
