My Top Rack Has Begun To Make My Dishes Dirtier Than When I Loaded Them.

My dishwasher has been getting quite greasy and unclean on the inside, and the top rack of glasses have been coming out dirtier and spotted with grime. The lower dishes seem to be cleaning well. I've cleaned the top sprayer arm, but that hasn't helped. Wondering if hard water is causing the "greasy" problem, but the top rack problem seems different somehow.
