Owners Manual

I purchased a new Touareg 2 months ago in France and was told that they would order me an English version - I thought to assist, being English. I have phoned the dealer and emailed 3 times since but they failed to return my calls or provide an update. I called in the dealer today to be told that there are none available, even in French?  Further that it not uncommon to wait months!  Having spent nearly 80k on a car I cannot believe it does not come with a manual - even a French one would be better than none! Is this common place?
