Read the lid on the fuel pump fuse box to know whether you should remove the relay or the fuel pump fuse in order to stop the fuel pump from running. Start the engine and let it run until it stalls. Disconnect the negative battery cable.

Locate the the control pressure regulator and loosen the fuel line on it. As you loosen it, wrap a clean shop towel around the connection to catch any fuel leakage. Before you take out the fuel filter, which is mounted under the vehicle below the fuel tank, note the direction the arrow points on the filter.

Disconnect the fuel lines and remove the filter. Replace it with the new filter and attach the fuel lines. Be sure you do not mix up the fuel supply and return lines, as this will damage your fuel system.

Check your owner's manual to see if your Volkswagon Jetta also has a filter in the engine compartment near the fuel distributor. If so, disconnect the fuel lines to and from the filter. Unscrew the filter bracket then take out the filter. Put the new filter in the bracket and secure the bracket in its place in the vehicle.

Reconnect the fuel lines, connect the negative battery cable, and then replace the relay or the fuses. When you start the engine of your Volkswagon Passat, check for leaks, and repair if necessary.
