How Can I Fix The Web Connection?

I purchased virgin mobile prepaid cell phone ($25/mo) June 17 and purchased another "Anytime Minutes" of 300 min July 14. At first it seemed the cell phone was working well, but I realized I couldn't surf the Internet with the phone. Phone call and texting work though. When I called troubleshooting service, I was advised to try removing the battery and set it again, but even after trying it still it's not connected to the web. I tried to call again, but I couldn't talked to anybody, probably the phone connection was busy. Could you tell me what else I can do to fix this problem?Thanks,Shinichi Takagi
