Activated New Phone With Unlimited Text, But It Hasn't Work

New phone activation at VM for unlimited text and data, but text doesn't work. The error message came back was that this number doesn't subscribe to SMS?? and the VM customer care walked me thru to reset the phone, and it worked when I text myself. But not when i text with another phone.
