why do i keep getting a text that says you are currently not allowed to use this service please contact customer care support msg2131

I received the message 2131 which was telling me I was not allowed to receive multimedia messages. I called..and actually talked to...customer service. They "refreshed" my account and told me to turn my phone off and on. This seemed to work because I received the multimedia message after that.
