I'm Interested In The 1.99/day Prepaid Plan. What Does 'anytime Minutes' Mean?

Please explain what Anytime Minutes means in the $1.99/day prepaid Verizon plan. I've received many answers. Does it refer to all cellular calls...meaning not just Verizon?
